Lance Rom, M.A., SOPA  - President & Principal Investigator, Archeology

Lance has a Bachelor of Art with double majors in anthropology and geology and a Master of Art in public archeology/anthropology. He has been principal investigator for more than 35 years on over 2,500 previous projects, many of which were in steep, mountainous, or other remote terrain.  He managed the Black Hills National Forest’s cultural resources programs in both South Dakota and Wyoming for more than thirteen years between 1984 and 1998. He also managed the Nebraska National Forest’s cultural resources programs and the USDA Natural Resources Conservation Service’s cultural resources programs in North and South Dakota for several years.

Lance has experience managing all types of cultural resources projects and program budgets in excess of $1,600,000.00 per year, with over 70 staff members.

 Elena Houk, MBA.  - Vice President

Elena received her Master's in Business Administration and Bachelor's degree in Accounting and Management from Black Hills State University within the College of Business and Technology. She plans, coordinates, and directs the administrative functions at the Quality Services, Inc. organization along with performing accounting-related activities. Her dedication and loyalty to the company has been evident for over twelve years.

 Billy McCarley, RPA. - Archeology
Mr. McCarley has been a principal investigator for 12 years, managing renewable energy projects in Indiana, West Virginia, Illinois, and Georgia, Federal Highway Administration projects in Georgia and Texas, telecommunication projects in every state of the contiguous United States, Federal Aviation Administration (FAA) projects in Tennessee and Georgia, and tribal monitoring projects in Arkansas, Tennessee, and South Dakota.

​Mr. McCarley’s has conducted and managed studies of prehistoric and antebellum landscapes of the Southeast, creating cultural context for Georgia’s historic coastal rice plantations and Late Mississippian American Indian mound complexes near Savannah, Georgia. He has conducted and managed many historic burial studies in Georgia, especially those of Irish and Scots Irish decent. Mr. McCarley comes to Quality Services, Inc. to fulfill the Operations Manager role in a thriving and vibrant atmosphere of Quality Services professionals. His commitment to detail and professional delivery of services for the company is his priority. Our clients can reach Mr. McCarley seven days a week with questions, concerns, or needs.

 Reuben Weston - Tribal Liaison & Cultural Specialist

Reuben has a AA in Lakota Studies from Oglala Lakota College and is the Tribal Liaison.  Reuben has been at QSI for a total of 10 years and has worked on over 100 projects involving tribal consultation and involvement.   Reuben has worked with over 30 Tribes throughout the Midwest and east coast.  Reuben is an enrolled member of the Oglala Lakota Nation, Pine Ridge Reservation. ​

 Jesse Broce - Paleontology

Jesse has over 10 years of experience in paleontology.  He received his PhD in Geological Sciences (focus Paleontology) from the University of Missouri in 2018, his MS in Geosciences (focus Paleontology) from Virginia Tech in 2013, and his BS from University of Idaho in 2011. He has published six papers in leading geology/paleontology journals.

Jesse’s work experience includes teaching lecture and lab courses in geology at Towson University and Johns Hopkins CTY.  He has worked in mitigation paleontology with 
Quality Services, Inc. since July of last year, and also worked a mitigation paleontology project with KLJ, Inc.  He has experience with paleontological construction monitoring in Badlands National Park in South Dakota and Theodore Roosevelt National Park in North Dakota, and has surveyed other sites in South Dakota and Nebraska, including experience with collection, precuration and reporting of paleontological materials.

 Mark Carpenter, RPA. - Archeology, Historical Architecture, & History

Mark earned his Masters degree in Anthropology (concentration in Archeology) from Louisiana State University in 1998, and Bachelor’s degrees in Anthropology and History from SUNY Oswego in 1995.  He also earned an Associate’s degree in Math and Science (concentration in Geology) from SUNY Community College at Jamestown, New York in 1992.  He began his archeological career in 1994, working on Cultural Resource Management projects in New York and Pennsylvania.  

Mr. Carpenter has worked for Quality Services, Inc. for circa 13 years and has completed over 100 archeological, historical research, and historical architectural resources evaluation.

 Steve Connolly - Archeology

Steve received his B.A. Degree in Anthropology from Colorado State University and an M.S. in Education from Emporia Kansas State University. He taught in public school systems in Kansas and Colorado for six years before transitioning to cultural resource management with the Bureau of Land Management in Wyoming. Subsequently, he has worked with several CRM firms over the years. He has been with Quality Services Inc. since 2014 and has worked on various CRM projects both large and small, in 23 states, including Alaska.

 Christian Gattung - Archeology
​

Christian earned Bachelor of Science degrees in Anthropology and History from the University of Idaho in 2013. He gained field experience during the first season at the Kelly Creek work center on the banks of the Clearwater River near Pierce, Idaho in 2010.
​He began working for QSI in January of 2022

 Kurt Lanno - Archeology & Cultural Anthropology
​

Kurt has a Bachelor of Art with a double major in social anthropology and First Nations studies, and a Master of Art in anthropology. He has extensive field experience in the Great Plains region, in Alberta, Nebraska, and South Dakota. Kurt also has worked on a variety of projects with Native American and First Nations groups including the Oglala Lakota, Blackfoot, and Cree.

 Neal MacClyment. - Archeologist 

​Neal has been an archeologist for over 20 years.  He received his Bachelor of Arts in Anthropology from San Diego State University in 2001.  Much of his experience has been in and around the Great Basin and the Southeast.  He has worked in 18 states and has done over 400,000 acres of survey, has recorded, relocated, and/or monitored nearly 3,000 sites, and has done over 300 projects, including prehistoric burials, California Gold Rush sites, historic cemetery preservation and rehabilitation, Civil War sites, and assisting with GPR survey.

 Livia Taylor, RPA. - Archeology

​
Livia received a Bachelor’s degree in Anthropology with a minor in Geospatial Sciences in 2012 and a Master of Arts in Anthropology in 2017. She has also received extensive training in osteology and forensic archaeology. Livia has been involved in archaeological projects throughout several states, as well as in France and Romania.

 Charlotte Mills, RPA. - Archeology
​

Charlotte graduated with her Anthropology B.A. from the University of Massachusetts Amherst in 2018. She then went on to receive her Master’s in Anthropology and a Graduate Certificate in Geographic Information Systems (GIS) from the University of Central Florida in 2021. She has worked on projects in the northeastern United States and Florida. This includes the position as a crew chief in Miami and a research assistant at the Cape Canaveral Space Force Station.

​ Loretta Broce, NEPA. - Biologist & Wetlands Editor

​Loretta received her Bachelor of Science degree in Biology with a minor in English from the University of Idaho.  She completed an undergraduate research project on pronghorn behavior in Montana.  Loretta gained extensive field experience in wildlife monitoring and habitat work for the U.S. Forest Service in Idaho and Oregon.  Her experience includes surveys for sensitive, threatened, and endangered birds as well as bat surveys for the North American Bat Monitoring Program, carnivore camera trapping, and timber crew work.

 Olan Rom, PTC. - GIS Specialist
​

Olan has over 8 years of work experience in the Geospatial Field including but not limited to; FCC project work; viewshed analysis; conducting cultural resources inventories and subsurface testing; digitizing data using field information, historic maps, environmental data or aerial imagery; creating aerial, soils, site plan, site location, project, wetlands, and flood frequency maps; performing database management and advanced spatial analysis of information received from clients or from field personnel.
​
This goes alongside marking timber following multiple silvicultural prescriptions in the Black Hills National Forest.

 Laura Hoffman, PTC. - GIS Specialist
​

Laura grew up in Wisconsin and moved to Bozeman, MT for University. She received her B.S. from Montana State University in Snow Science with an emphasis in Geography. She served as an officer in the Army out of college where she was trained as a helicopter pilot. She moved to Rapid City December of 2021. Laura has a passion for the outdoors especially skiing, hunting, and fishing. She loves to hike with her dog Lilo.
